<P>PROBLEM TO BE SOLVED: To encode an input image by using a wavelet transform to produce a wavelet tree having a plurality of nodes each constituting parent-child relations. <P>SOLUTION: The device comprises the step 104 of producing the wavelet tree from the input image so that each vector corresponds to one of the nodes after grouping a plurality of coefficients each acquired by the wavelet transform as a vector, the step 110 of quantizing the coefficients each constituting the vector, the step 112 of designating a symbol to each of the nodes, and the step 114 of encoding the symbol and each value of the quantized coefficients.
