<p><P>PROBLEM TO BE SOLVED: To control a communication band for each communication service without the need for using a particular network connection apparatus. <P>SOLUTION: When a transmission source computer 101-B serves a communication service B for a destination computer 102-B, the transmission source computer 101-B provided with a transmission rate changing means 106 for changing a transmission rate after receiving the notice of data abort and the destination computer 102-B provided with a data abort detection means 107 for detecting the occurrence of communication data abort on a network C make communication in order to limit a band consumed amount on the network C.
