PROBLEM TO BE SOLVED: To provide a handrail for a passenger conveyor that has stain resistance by an added photocatalytic function and function maintaining means without reducing a base material life of the handrail. SOLUTION: The substantially C-sectioned handrail 6 of rubber material and organic polymer material has a coating layer P with a photocatalytic function formed through a step of polishing a surface part of the handrail with a nonionic surface-active agent including an abrasive of a grain size of 1μm or less to form a hydrophilic surface M, a step of forming an amorphous titanium peroxide layer N over the hydrophilic surface M, and a step of laminating an anatase titanium oxide layer O over the amorphous titanium peroxide layer.
