PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing device which can record a signal in a disk by a laser beam emitted from an optical pickup. SOLUTION: In an optical disk recording and reproducing device constituted so that recording operation is interrupted temporarily when a signal is recorded in a disk 1rotated with constant angular velocity and quantity if recording signals are deficient, and recording operation is restarted from an interruption position when quantity of recording signals are increased, the device is constituted so that an address of the recording interruption position is stored, reproduction operation of a signal recorded at a position retreated from the recording interruption position is performed, and recording operation is restarted from the recording interruption position by synchronizing a synchronizing signal obtained from the reproduced signal with a synchronizing signal for recording, when the optical pickup 2 is retreated from the recording interruption position, a digital signal processing circuit 5 is set to a state in which reproducing operation is performed with speed corresponding to recording speed in the retreated position.
