PROBLEM TO BE SOLVED: To smoothly open and close a bottom valve by rotating a bottom valve shaft with an air motor. SOLUTION: The bottom valve for opening and closing an offtake formed in a tank of a tank lorry is provided on the bottom valve shaft, which is rotated with the air motor to reciprocate in the axial direction via a nut screwed on the shaft. A flow rate adjusting block 51 comprises an air supply channel consisting of a main air supply channel 55 and sub-air supply channel 56 for supplying pressurized air upon rotating the air motor in the direction of closing the bottom valve. When the bottom valve gets closer to its full-closed position, a needle valve shaft 63 fitted on the flow rate adjusting block 51 comes in contact with a metal fixture 41 on the tank side via a stroke adjusting member 68, closing the main air supply channel 55 to narrow the air supply channel.
