PROBLEM TO BE SOLVED: To provide a primer for vulcanization bonding forming a metal-rubber composite having excellent water-resistant adhesion without carrying out a toxic coating type chromate treatment, etc., of a metal when the composite of the metal such as stainless steel with rubber is formed. SOLUTION: The primer for the vulcanization bonding comprises a copolymerization oligomer of an amino group-containing alkoxysilane and a vinyl group-containing alkoxysilane and an organometallic compound. The primer for the vulcanization bonding provides the metal-rubber complex exhibiting the water-resistant adhesion comparable to or better than that of a coating type chromate treating agent. Thereby, the primer can effectively be used for surface treatment of the metal such as stainless steel used for producing industrial rubber products such as a sealed product in which the rubber is joined to the metal (e.g. an oil seal, packings or a gasket), valves, vibration-damping/vibration-proof products (e.g. vibration-damping steel plates or vibration-proof rubber).
