PURPOSE: Provided is a method for preparing peroxyfulvic acid and chelate mineral peroxyfulvate having higher activity than naturally occurring peroxyfulvic acid at reduced cost by extracting fulvic acid from humic substances such as peat. The peroxyfulvic acid can be widely used in various fields including organic agriculture, deodorization, sewage or waste water treatment, and the like. CONSTITUTION: The method comprises the steps of; treating humic substances generated from peat including marine diatomaceous, plankton, seaweeds, and the like with alkaline solution in a reactor; precipitating the insoluble humin to remove from the alkalized solution; adjusting the pH to 2 or less with acids to precipitate humic acids; obtaining fulvic acids by removing the precipitated humic acids; transferring the fulvic acid solution to a positive charge chamber of an electrolytic oxidation bath(10a) equipped with baffle(11); and carrying out electrolytic oxidation by applying direct current to the solution in order to adjust the oxidation reduction potential to +700 to +1100 mV to obtain peroxyfulvic acid in liquid state; optionally reacting the peroxyfulvic acid in liquid state with minerals to obtain chelate mineral peroxyfulvate.
