PURPOSE: A solar energy collecting plate(film) is provided to reduce energy consumption by introducing outside energy into a room if a room needs energy, and cutting off introduction of energy if not. CONSTITUTION: Water or heat medium is stored in a storage container(17), supplied through a supply tube(14) and a spray hole on an upper side by a circulation motor(18) in the day time, naturally falls down through a channel of a collecting plate(12) to be heated, and flows through a water collecting tube(16) to be stored in the storage container. The water or the heat medium is supplied by the circulation motor through a heating supply tube installed in a wall to an upper end of a heating radiating plate(15) for heating so that the radiating plate radiates heat to heat a room. A window has double glasses with the collecting plate(film) built therein. The collecting plate is placed on an upper end surface of the window to collect heat. A plate(water curtain film) is placed on a lower end surface of the window to heat and cool a room. Heat insulation material is placed between the upper end surface and the lower end surface of the window. A heat reflecting film is attached to an upper end of the heat insulation material to improve heat absorption.
