PURPOSE: A method for generating and browsing video thumbnail is provided to simply realize the thumbnail image browsing in a short time even in a system lacking in resources. CONSTITUTION: A video thumbnail generating and browsing method includes the steps of decoding thumbnail image files generated from motion image files and stored at a lower directory, and displaying the thumbnail image files on a screen, as a thumbnail image browsing is carried out by a user(S104,S109,S110). If the user selects a thumbnail image file during the thumbnail browsing, motion picture files stored in a main directory is decoded to play the motion pictures(S111,S112). If the thumbnail file is not in the lower directory(S105), a thumbnail file is forcibly generated at a predetermined position(S106,S107). If the thumbnail file is not forcibly generated in the absence of the thumbnail file, a certain thumbnail image is loaded by the thumbnail browser(S108) to display the image(S110).
