PURPOSE: A device for rotating a small-sized camera is provided to apply a stationary force to a housing by resistance of a clutch unit, thereby preventing a camera and the housing from moving and generating smooth rotations while the camera rotates as quickly rotating the camera. CONSTITUTION: A rotational space(110) is formed on a communication instrument(100). One end of a housing(150) is supported on one side of the rotational space(110). The housing(150) forms a middle hole(152) in which a small-sized camera(130) is built. A clutch unit is combined with the middle hole(152), is supported on the other side of the rotational space(110), and applies resistance to a rotational force of the housing(150). The housing(150) forms a hinge axis(156) rotatively coupled with a rotational circle(112) on one end thereof. The housing(150) forms a lens circle(154) where the camera(130) is exposed, on an external circumference.
