PROBLEM TO BE SOLVED: To provide an audio encoding device which enables avoidance of concentration of distortion on a specific frequency band in encoding processing and suppresses quality degradation of acoustic feeling property of encoded voice as a result. SOLUTION: The audio encoding device having a scale factor determination tool 3 which determines the optimum scale factors by every scale factor band divided by a frequency region based on the acoustic sense property in a frame is disclosed.
