PROBLEM TO BE SOLVED: To prevent operation mistakes on stored data in MPF. SOLUTION: The device comprises access level information which designates at least 2 access levels such as the first access level in which all of the functions can be used and the second access level in which limited functions can be used, an input means which inputs instruction information from a user, and user information which identifies and authenticates the user. In addition, the device further comprises a user management means which selects the access level for each user based on the user's instruction, and a function allocating means which allocates available functions set in the access level information according to the access level selected by the user management means. The user can use only limited functions allocated by the function allocating means.
