PROBLEM TO BE SOLVED: To provide a rack shaft with high quality and at low cost by manufacturing a rack tooth portion without using a gear cutting method and a work forging method, and combining the gear with a rack shaft body member, using an inexpensive facility. SOLUTION: The rack shaft 1 includes a solid cylindrical body member 2 and a rack plate 3. The body member 2 has a center portion 21 with a flat surface 211 in parallel to the central axis and tow side portions 22 extended to the axis direction from both sides of the portion 21, and is a solid cylindrical as a whole. The rack plate 3 has a front surface 31 on which a rack tooth profile 311 is formed by a flat-plate press molding and a back surface 32 on which a wave form 321 corresponding to the tooth profile 311 is formed, and is mounted on the flat surface 211 of the member 2.
