PROBLEM TO BE SOLVED: To fix a rod-shaped locking member such as a drop rod in a descent position simply by pushing it down. SOLUTION: An approximately ring-shaped lock plate 6, through which the drop rod 4 is passed and which can be oscillated by making a one-end side serve almost as a turning supporting point, is arranged in a case body 3. A pushing operation member 5 for unlocking, with which the other end of the lock plate 6 is engaged, which is made slidable in a prescribed range along the slide direction of the drop rod 4, and which is constantly urged outward by a spring 7, is arranged in a position on the other-end side of the locking plate 6. When the member 5 is located on an outward side by an urging force, the lock plate 6 is put into an inclined state and brought into contact and engagement with the peripheral surface of the drop rod 4, so that the drop rod 4 can be unmovably fixed. When the member 5 is pushed against the urging force, the lock plate 6 is oscillated, so that the drop rod 4 and the lock plate 6 can be put into a loosely inserted state and so that the drop rod 4 can be moved to an unlocking position.
