PROBLEM TO BE SOLVED: To provide an information processor capable of executing access control to object information in detail in response to reliability of an external situation and apparatus, reliability of a network, or the like. SOLUTION: The information processor 30 controlling access to the object information 41 is provided with an information access means 32 for receiving an access request to the object information from an information processing means 31 for processing optional information, and carrying out access to the object information, and an access control means 33 for controlling the information access means on the basis of access control information 42 defining rules of access to the object information. The access control means is composed so as to control access of the information access means to the object information independent of operation of the information processing means. By defining the way of access to personal information in coordination with the reliability of the external situation and apparatus, the reliability of the network or the like by the control information, detailed access control to the personal information can be carried out.
