PROBLEM TO BE SOLVED: To provide an electrostatic charging member which performs stable electrostatic charge with excellent uniformity of electrostatic charge even after lapse of time, an electrostatic charging device, and an image forming apparatus improving the life of a body to be electrostatically charged. SOLUTION: The electrostatic charging member (31) contains electrostatic charge accelerating particles (311) dispersedly inside and slidingly rubs the body (21) to be electrostatically charged at a speed difference. The shape of the member (31) can be any among roller, belt, web and blade shapes. The member (31) is preferably provided with a cleaning member (39). The exposed area rate of the particles (311) exposed on the electric field surface of the member (31) is so regulated as to be greater than the exposed area rate of electrostatic charge holding particles (211) exposed on the surface of the body (21).
