PROBLEM TO BE SOLVED: To obtain a surveillance apparatus having favorable usability without using special equipment. SOLUTION: In a broadcast receiver capable of processing an input video signal or a sound signal to record it as data, and exchanging various data with an external device via a communication circuit, it is provided with a video encoder section 9 for encoding the video signal input from a camera 8, a sound encoder section 11 for encoding the sound signal input from an interphone 10, a combining section 12 for forming data by combining the encoded video signal and the sound signal, a recording section for recording the combined data, and a control section 5 for carrying out the processing of call origination to a telephone number specified based on input password data, and for carrying out a transmission process for the data recorded in the recording section to transmit it to equipment such as a cellular telephone etc. via a modem section 6 and a telephone network 17.
