PROBLEM TO BE SOLVED: To detect deviation in the position of an edge of a seam part when sealing the seam part of a packaging material packaging an article to be packaged. SOLUTION: In a packaging bag forming step, a packaging bag is formed by bending a seam part 17c of both side end parts 17a and 17b of a packaging material 17 so as to be protruded outwardly while drawing the packaging material 17 and bending it in a substantially rectangular cylindrical shape. The packaging material 17 formed in the packaging bag is carried to a seam detection unit 29. The seam detection unit 29 comprises a regression-reflective plate 71, photoelectric sensors 72a and 72b, an edge position detection unit 73 and a determination unit 74. A light flooding unit of the photoelectric sensors 72a and 72b irradiates light toward the regression-reflective plate 71, a light receiving unit receives the reflected light and outputs analog signals according to the quantity of light. The edge detection unit detects the position of the edge of the seam part 17c based on the analog signal from the photoelectric sensors 72a and 72b, and the determination unit determines whether or not the deviation of the position of the edge of the seam part 17c is within a limit.
