PROBLEM TO BE SOLVED: To provide a transparent conductive substrate having a transparent conductive layer that has high transparency and high conductivity, while improving characteristics such as durability, chemistry resistance, a gas barrier property, a water vapor barrier property, and planeness. SOLUTION: The transparent conductive substrate is composed of at least three layers of intermediate layers laminated between a transparent substrate and a transparent conductive layer. The ratio of M ( number of atoms %) occupied in the element composition of a substance contained in an arbitrary layer of the intermediate layers and in a layer adjoining to the layer satisfies a formula 0.005 < M / (C+O+M)≤0.5 to the total quantity of M, C, and O for the layer, and a formula 0.5 < M / (C+O+M)≤0.995 for the adjoining layer.
