In a digital recording and reproducing apparatus, as for the recording system, a high-efficiency coded bit stream is inputted from the input terminal to a search-data generating circuit where at least two kinds (low speed and high speed) of low-bit-rate bit streams for special playback are produced from the input bit stream and the produced data is recorded in a multiple manner. As for the reproducing system, the at least two kinds of low-bit-rate bit streams which were generated during recording are reproduced and decoded, whereby at least two kinds of search speeds can be selected.
