PROBLEM TO BE SOLVED: To provide a waste incinerator and its operation method for restraining discharge of a toxic substance by enhancing complete combustion performance by strongly agitating by blowing in a large quantity of exhaust gas without lowering a temperature in a combustion chamber. SOLUTION: A stoker type incinerator has an exhaust gas circulating system for blowing the exhaust gas in a main combustion chamber 11 and a secondary combustion chamber 13 and the secondary combustion chamber 13 or the main combustion chamber 11 or both combustion chambers, and is constituted so that the exhaust gas circulating system sends back the exhaust gas from the downstream side of a dust collector 16, and has a heat exchanger 31 for heating the sending-back exhaust gas.
