A carrier, to which planetary gears 1, 2, 3 and 4 are fixed, is combined with the input inside sun gear 20, and an output shutting outside rotor 29, to which an output inside gear 35 and a shutting inside sun gear 30 are fixed and in which an output inside rotor 14 is assembled, is combined with shutting planetary gears 1 and 2, and an output fixed flat gear 21 is fixed to the fixed eccentric shaft 1.
