PROBLEM TO BE SOLVED: To obtain a cosmetic which has fixability to the body, excellent cleaning properties and is suitable for glossiness and color development. SOLUTION: The cosmetic comprises particles in which a functional substance is enclosed in a block polymer. The functional substance is a colorant. The cosmetic is a suspension or an emulsion. The average particle diameter of the particles is≤200 nm and preferably the block polymer has a repeating unit structure of a polyvinyl ether. Preferably the glass transition temperature of at least one segment of the block polymer is≤0°C. Preferably the cosmetic has irritation responsiveness. COPYRIGHT: (C)2004,JPO
