PROBLEM TO BE SOLVED: To provide a paper-made wheel cover which can be developed by a one-touch operation and form a frame and a top. SOLUTION: The paper-made wheel cover 1 consists of the top 2 two-folded along the center line 11 and the annular frame 3 extending from the upper side 21 and the lower side 22 in parallel with the center line 11 of the top 2, having a longitudinal crease 3b in a shape corresponding to the circumference of the top 2 and two-folded together with the top 2.
