PROBLEM TO BE SOLVED: To prevent hanging down of a tire at the time of jack up of a vehicle. SOLUTION: A stroke sensor 17 is provided on an outrigger cylinder 16 and a cylinder stroke amount S is detected. When the cylinder stroke amount S is a predetermined amount S1 or higher, a controller 20 judges as the vehicle jack up state and energizes a coil 21c of a relay 21. Thereby, a solenoid directional control valve 35 is switched to a position A and feeding of a pilot pressure to a pilot check valve 31 is inhibited. Thereby, a suspension is locked. Extension of a hydraulic cylinder 10 caused by an own weight of an axle 6 or the like is inhibited by the lock of the suspension. Thereby, hanging down of the tire is prevented.
