PROBLEM TO BE SOLVED: To provide a clear and exact image with a high compression rate by reducing the possibility of being image distortion at decoding by more accurately performing a matching calculation in compressing and encoding the image with key frames and correspondence information between the key frames.

SOLUTION: A layer generating part 14 respectively divides each of the key frames into the same layer structure. A correspondence information by layers generating part 18 performs a matching calculation of adjacent key frames for each layer to acquire a correspondence information file for each different layer. A data stream generating part 20 generates a data stream with a correspondence information file for each different layer, layer structure information and key frame data incorporated therein.
