<p><P>PROBLEM TO BE SOLVED: To provide a power saving control system with excellent convenience. <P>SOLUTION: In this system, a server which is normally connected to a plurality of clients, executes on a network a means of operating the rate of electricity the clients consume and a power saving setting of a single client. A client user downloads a program from the server and every time the client uses the program, a power consumption is calculated.
