PROBLEM TO BE SOLVED: To obtain a predicted Voice Code Translation driving speed by using a set value speed limiter in a VCT system. SOLUTION: A VCT system includes a feedback loop for controlling an angular relation of a phase unit 44. The VCT system has a controller including a control rule 18a provided to receive a plurality of set values 12 and a plurality of feedback values 16. The control rule 18a has a calculating block 40 receiving the plurality of input set values 12 as inputs to output first and second outputs, a first adder for totalizing the first output value and the plurality of feedback values 16 to obtain a first total sum e<SB>0</SB>, a phase integrator 42 and a phase compensator 44 receiving the first total sum e<SB>0</SB>and its derivative e<SB>1</SB>to output a processed value e<SB>2</SB>, an amplifier for amplifying the second output at a predetermined scale K<SB>ff</SB>, and a second adder for totalizing the processed value e<SB>2</SB>and the amplified second output to output a second total sum e<SB>3</SB>.
