SOLUTION: This operation rate leveling device has (a) a parameter storage part 111 for storing the other processor selecting threshold value and the other processor selecting rate (a first other processor selecting threshold value and a first other processor selecting rate) of the processor (the first processor) and the other processor selecting threshold value and the other processor selecting rate (a second other processor selecting threshold value and a second other processor selecting rate) of the processor (the second processor), (b) a response accepting part 121 for accepting an operation rate (a first operation rate) of the processor 2 and an operation rate (a second operation rate) of the processor, (c) a determining part 115 for determining the first size relationship between the operation rate and the other processor selecting threshold value of the processor and the size relationship between the operation rate and the other processor selecting threshold value of the processor and (d) a control part 117 for executing distribution processing.
