PROBLEM TO BE SOLVED: To produce a new cyclic phosphazene compound being readily handleable, excellent in thermal stability, resistance to hydrolysis and compatibility with organic polymers and useful as a flame retardant. SOLUTION: The present invention provides the cyclic phosphazene compound represented by general formula (1) [wherein m is an integer of 3-10; Q is a group represented by general formula (2) (R<SB>1</SB>, R<SB>2</SB>, R<SB>3</SB>and R<SB>4</SB>are each a group each independently selected from a group consisting a hydrogen atom, a hydroxy group, a 1-4C straight-chain or branched alkyl group, a 1-4C straight-chain or branched alkoxy group, an amino group, a 1-4C straight-chain or branched alkylamino group and a phenyl group; A is a divalent or higher connecting group; B is a group each independently selected from a group consisting of a phenyl group which may have a substituent group, a cycloalkyl group which may have a substituent group and a cycloalkyldienyl group which may have a substituent group; n is≥1 integer depending on a valence of A)], a flame retardant containing the phosphazene compound as an active ingredient and a molded article containing the flame retardant.
