PROBLEM TO BE SOLVED: To reduce the cost and period required for investigation and excavation by reducing areas of unnecessary excavation. SOLUTION: The entire excavation candidate zone is divided into two or more small areas (Step S1). By performing radar survey for each small area (Step S2), the survey precision and maneuverability of radar surveying equipment are made higher, and a high-precision survey result is obtained. As the result, by estimating the quantities of buried substances in each small area, and ranking the small areas depending on the quantities of the buried substance (Step S3), an execution range of excavation work is set (Step S4).
