PROBLEM TO BE SOLVED: To provide a control packet transmission system wherein a control packet can quickly and surely be transmitted between terminals in the case of transmitting the control packet to a plurality of reception terminals. SOLUTION: The control packet transmission system includes: a transmitter side terminal for transmitting a prescribed control packet; and a receiver side terminal that discriminates the reception of a control packet with new control contents when the received control packet differs from the control packet received just before so as to perform control by using the control packet with new control contents.
