PROBLEM TO BE SOLVED: To provide a flat holder which can simply and surely hold a card or the like which gives new and unexpected pleasure or particularly has a paper ball function which pleases a female child and which is convenient for mailing, delivery or the like. SOLUTION: The flat holder 1 includes a holding section 2 for drawably holding the card or the like C. The card or the like C drawably houses a hanging curtain 11 superposed or wound in a flat bag 10 from an open bottom 26 of the flag bag 10. A fluttering material 14 such as a winding tape 12, a confetti 13 or the like is enclosed in the superposed part or the winding part of the hanging curtain 11. When the card or the like C is drawn from the flat holder 1 in using it and the hanging screen 11 is drawn, the hanging curtain 11 is hung down and the fluttering material 14 is fluttered or fluttered down.
