<P>PROBLEM TO BE SOLVED: To easily recognize the fact from recording when detecting illicitness by surely recording the fact of issuing an illicit label such as cheating a production area name. <P>SOLUTION: An interface part is arranged for giving-receiving data with a freely detachably connected external storage medium.
