<P>PROBLEM TO BE SOLVED: To surely grasp the total sum of normal small bonds, and to form a supply cycle of a normal and sufficient fund. <P>SOLUTION: This system is equipped with a management means 1 for managing a special account 11 receiving transfer of each tender based on many small bonds, an identification means 3 for identifying normality and anomality of each small bond based on investigation data, a sorting means 5 for sorting normal or anomalous small bonds identified by the identification means 3, and a totalizing means 7 for totalizing the normal small bonds sorted by the sorting means 5.
