<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device for capturing particulate matters (PM) contained in exhaust emissions from a diesel engine or the like, and efficiently burning and removing the particulate matters. <P>SOLUTION: This exhaust emission control device includes a discharge electrode and a counter electrode, and the counter electrode carries a catalyst to burn diesel particulate matters (PM) on a surface of an exhaust emission flow passage from a diesel engine. PM charged by the discharge between the electrodes are captured on a surface of the counter electrode, and the PM are burned by the effect of a PM combustion catalyst carried by the surface of the exhaust emission flow passage of the counter electrode.
