<P>PROBLEM TO BE SOLVED: To reduce the load of the issuer or distributor of an information card issued for the consumption increase movement of merchandise or service and the advertising activity of an enterprise, and to activate the circulation of merchandise or service by the information card, and to widely develop the consumption increase movement of merchandise or service, and to contribute to the promotion support business of specific merchandise. <P>SOLUTION: A prepaid card is sold to a consumer at a selling price which is not more than the face value of the prepaid card, and not less than manufacturing costs from the point of view of a beneficiary load. That is, at least two of the parties involved in the circulation of a prepaid card such as a prepaid card manufacture client, a prepaid card distributor, and a prepaid card user share a fixed amount of sum and the total sum of the shared sum is not less than the total sum of the face value sum and manufacturing costs of the prepaid card.
