<P>PROBLEM TO BE SOLVED: To extend the purpose of user for a user or the like by storing information permitted to read by a certificate and information permitted to read by information determined by the user or the like. <P>SOLUTION: An information delivery device 100 receives the certificate from a storage device 140, verifies it, and then transmits a license 110 and reference elements 112 and 114. The storage device 140 receives the certificate 150 from an information browsing device 180, verifies it to perform an access limitation based on the reference element 114, and then transmits the license 110 and the reference element 112 to the information browsing device 180. The information browsing device 180 allows the use of the license 110 under the limitation of the reference element 112.
