PROBLEM TO BE SOLVED: To provide a promoter capable of controlling the expression of a gene in tissue-specific and environmental stress-specific manner responding to the environment of a plant.

SOLUTION: The promoter is connected to the upstream of a structural gene other than the nicotianamine synthetase gene of rice and is capable of regulating and controlling the expression of a gene in tissue-specific and environmental stress-specific manner responding to the environment of a plant. More particularly, the promoter regulates and controls the expression to develop weak expression in a pericycle cell around the vessel of the root of a plant under an iron sufficient condition and very strong expression in the root and the aerial part under an iron deficient condition. The invention further relates to a vector containing the promoter, preferably a vector for plant.
