COMMUNICATION SYSTEM AND COMMUNICATION BAND LIMITATION CONTROL METHOD

PROBLEM TO BE SOLVED: To provide a communication system and a communication band limitation control method for effectively using communication media while maintaining quality on which the intention of users participating in stream distribution service is reflected. SOLUTION: The communication system is equipped with: an encoder 3 whose encoding rate can be set variably and which encodes inputted data into encoded data; a receiving station 2 which decodes received encoded data; and a stream transmitting station 1 which is connected to the encoder 3 and distributes encoded data to the receiving station 2, and one stream transmitting station 1 and at least one receiving station 2 form a network through a communication medium having a fixed communication band. The stream transmitting station 1 has a band control part 41 which requests the receiving station 2 which is distributing the encoded data to reduce the communication band for transmitting the encoded data.
