PROBLEM TO BE SOLVED: To provide a functional interior facing material which generates negative ion efficiently and stably at all times. SOLUTION: A negative ion generating layer 16 is formed over the surface of a substrate 12. Thus, the negative ion generating layer 16 is fully exposed to a current of air so that probability in generating negative ion may be improved. Further, since the negative ion generating layer 16 has vapor permeability and the substrate 12 has a humidity conditioning property, the relative humidity of the interior space is kept within a fixed range.
