PROBLEM TO BE SOLVED: To provide a volume control system constituted so as to output voice with appropriate volume for a user without explicitly controlling reproduced volume by a volume control dial, etc. SOLUTION: As for the voice inputted from a microphone 1, an average power (volume) of the inputted voice is measured in an average power measurer 2. For a voice message generated by a voice message generator 4, amplitude conversion of the power is remunerated by an automatic volume controller 5 according to predetermined rules according to the average power of the inputted voice measured by the average power measurer 2 and the voice message is outputted from a voice regenerator 7 with the controlled volume.
