PROBLEM TO BE SOLVED: To provide a liquid for forming a transparent conductive film which forms the transparent conductive film showing an extremely uniform sheet-resistance and transparency, and a method for manufacturing a substrate coated with the transparent conductive film. SOLUTION: The liquid contains an indium compound of the formula: In(R<SP>1</SP>COCHCOR<SP>2</SP>)<SB>3</SB>(wherein R<SP>1</SP>and R<SP>2</SP>are each independently a 1-10C alkyl group or a phenyl group) and a tin compound of the formula: (R<SP>3</SP>)<SB>2</SB>Sn(OR<SP>4</SP>)<SB>2</SB>(wherein R<SP>3</SP>is a 1-10C alkyl group; and R<SP>4</SP>is a 1-10C alkyl group or a 1-10C acyl group).
