PROBLEM TO BE SOLVED: To provide a treating agent for cement which improves the adhesion of a topcoating layer to a hardened cement body in forming the topcoating layer on the surface of the hardened cement body. SOLUTION: This treating agent for cement, used for improving the adhesion of a hardened cement body to a topcoating layer formed on the surface thereof, contains a polymer having carboxyl groups, a wt. average mol.wt. in the range of 3,000-100,000, and an acid value of 80 mgKOH/g or higher as an essential component.
