PROBLEM TO BE SOLVED: To provide an optical element such as an optical switch which is excellent from the viewpoint of size reduction, reliability, fast operation and optical characteristics and which can cope with a multichannel system, and to provide a method for manufacturing the element. SOLUTION: The optical switch has a movable optical fiber 1 and two fixed optical fibers selectively corresponding to the top end of the movable optical fiber 1. The fixed optical fibers 2 are fixed in V-grooves of a support plate 3. A driving layer 4 is directly formed on a part of the outer surface of the movable optical fiber 1. The driving layer 4 is formed by successively depositing an electrode layer 4a made of copper or the like, a piezoelectric layer 4b made of PZT or the like, and an electrode layer 4c made of copper or the like in the radial direction by an aerosol deposition method.
