PROBLEM TO BE SOLVED: To accurately measure a flow rate of a gas in an environment in which temperature, static pressure and flow rate change by employing a differential pressure type flow rate measurement. SOLUTION: A flow rate calculating part 105 uses a temperature measured by a temperature measuring part 102, a differential pressure measured by a differential pressure measuring part 103 and a static pressure measured by a static pressure measuring part 104, and repeats, n-times (n represents a natural number), a calculation of a flow rate represented by first constant A<SB>Q</SB>×approaching speed coefficient E×square of diameter d of throttling mechanism 121×expansion correction factor of gas FG×compression correction factor of gas FZ×temperature correction factor of gas Ft×humidity correction factor of gas FM×flowout coefficient C<SP>(n-1)</SP>×(static pressure×differential pressure)<SP>1/2</SP>to obtain a gas flow rate flowing in a pipe 120.
