It is an object to reduce the resource load of a relay device (2) and reduce the data amount accounting on the client side when a communication is made between a client (1) and a server (3). A communication control system comprises an establishment holding part (66) for holding a transmission of a response signal from a client connection terminal (7) to the client (1) when the client connection terminal (7) receives a connection request signal from the client (1); a deciding part (64) responsive to the connection request signal to determine the connection state of a server connection terminal (8) and decide an establishment of a connection between the server connection terminal (8) and the server (1); and a relay processing part (63) responsive to the result of a decision made by the deciding part (64) to transmit the response signal held by the establishment holding part (66) and establish the communication between the client (1) and the server (3) for performing the relay processing.
