<p><P>PROBLEM TO BE SOLVED: To solve the problems that although a conventional sheet-like packing material having a plurality of bags where air is injected on which a check valve is each mounted is provided, it has a difficulty for a long-term storage and requires expensive production facilities and an advanced production technology to incorporate the check valves, and cost is high and working processes are increased accordingly and that if the check valves are mounted, miniaturization is limited due to the structure and it lacks flexibility. <P>SOLUTION: The sheet 1 which forms a plurality of independent bags can be manufactured without using the check valves, a throttled shutoff passage belt 2 is provided between inlets 4 of the independent bags and a common inflow passage 7, the plurality of independent bags can be formed by shutting the belt. This allows a manufacturing process to dispense with expensive production facilities, cost to be low, and a manufacturing method and handling to be simple, since the check valves are not used, the sheet can be easily miniaturized and is excellent in flexibility and can maximize roles as the packing material and a shock absorbing material.
