PROBLEM TO BE SOLVED: To provide an antenna control device which is made a few manufacturing processes and has a sharp beam and a large beam tilt amount, and to provide a phased-array antenna using the device. SOLUTION: A phase-shifter has lamination of a paraelectrics transmission line layer 102 and a ferroelectric transmission line layer 105 via an earth conductor 107, and the transmission line of both layers is connected by a through-hole 108, which penetrates the earth conductor 107. Moreover, a loss element or phase-shifter is arranged so that transmission loss become equal from all antenna terminals to an input terminal. COPYRIGHT: (C)2004,JPO
