PROBLEM TO BE SOLVED: To provide a flame-retardant for polyurethane resin which comprises a non-halogen compound which excels in resistance to hydrolysis and flame retardancy. SOLUTION: The flame-retardant comprises a compound represented by formula (1) (wherein R1, R2and R3, which may be identical or different, are each a 2-5C linear or branched alkyl group; and R1, R2and R3are not a 2C alkyl group concurrently) and having a total acid number of 650 or less (KOHmg) measured according to MIL H-19457.
